In speech, we usually use indirect or reported speech to relay what somebody said.

We usually use that to report statement

We can also omit that if we choose to.

We may use say/ said or tell/ told as the reporting verb. We use tell if we want to mention the person spoken to.

We use say if we don’t want to mention the person spoken to.
